From 01 January, fully vaccinated group travellers will be allowed to travel to Vientiane, Vang Vieng and Luang Prabang. From April and July, other tourist centres will be opened to international travellers. The opening will initially apply to travellers from 17 countries. These are Australia, Cambodia, Canada, China, France, Germany, Italy, Japan, Malaysia, the Netherlands, Singapore, Spain, South Korea, Thailand, the United Kingdom, the United States and Vietnam. Tour operators must hold a Lao Travel Green Zone Plan licence. Travellers must provide proof of vaccination, a negative RT-PCR test no more than 72 hours old, and have travel medical insurance covering at least $50,000. Upon entry, another test will be conducted and a hotel quarantine must be observed for the first 24 hours until the test result is available. Travellers must also download the apps LaoKYC and LaoStaySafe.

The destinations of Vientiane, Luang Prabang and Vang Vieng are considered Green Travel Zones, while the provinces of Oudomxay, Xayaboury, Xieng Khouang, Khammouane and Champasack are defined as Green Travel Trails. In step 2 of the opening from April, the provinces of Vientiane, Oudomxay, Xayaboury, Xieng Khouang, Khammouane, Savannakhet and Champasack will then be added as Green Travel Zones and Houay Xay, Luang Namtha, Sekong and Salavanh as Green Tavel Trails.

Entry must be through Wattay International Airport or the First Thai-Laotian Friendship Bridge. In the second phase, other airports and border crossings will be added.
